I guess this applies to "heavily soiled articles" like beer and coke etc. The most suggested way is luke warm (not hot) soapy water and a very soft cloth and rinse under luke warm running water.
here's a more detailed account:

Run the hot tap in sink ( quite warm not boiling ). Put vinyl under tap up to label in centre. Turn vinyl until you have spun record around a couple of times. Then get clean towel and place it flat on the floor. Put the record ( wet side down ) on the towel and turn gently to remove excess water. Turn it over and rub any really dirty areas with the towel.
Repeat for other side if necessary. Although your record may seem to bend a bit under warm water ( physics ) it does return to its normal shape.
This is the best method I have found for beer like marks on records and leaves your tunes crackle free. It avoid using any cleaning agents as I'm never sure what they might do to vinyl.

duh! clean it of course.
Go to a record shop, preferably one full of old dudes who can recognise which concerto is on the 78 by the grooves, and get them to sell you some proper record cleaning solutions (anti-statics are good too).
Putting yer tunes within a mile of the washing-up bowl is madness, simple as.
IMO like.
